【摘要】 目前我国相当一批国有企业出现不同程度的亏损，但如果仅此就得出“公有制＝低效益”的结论，要求变公有制为私有制这是极其错误的。在深入细致地分析目前亏损的国有企业基础上，提出对公有制企业的改革应坚持“量小质优、抓大放小”原则，根据各企业劳动生产力水平，把那些社会化程度较低，适宜民营的中小型企业统统实行民营，国家集中力量对那些关系国计民生的国有大企业提高其素质，增强其活力更多还原

【Abstract】 At present deficit of different degress appeared in quite a number of state enterprises in our country.But,just because of this,we come to the conclusion;collectiveness means low efficiency and demand to turn public system into private one.On the basis of deep and meticulous analysis of present loss incurred in state enterprises,the article suggests that reform of state enterprises should stick to the principle of small quantity and good quality,seize what is important and ignore the minor.Then,according to the level of labor productive force in each enterprise,the country should turn all those small-and-medium sized ones of low social effect into civilian-run enterprises and focus on those big ones which are beneficial to national economy and peoples’ livelihood by promoting their quality and increasing their vitality更多还原
