【Abstract】 The civilizatin community is one of the activities of community construction which has only in the recent yeare widely used in China. So it is in bad need of a set of index assessment system to inspect,evaluate and direct the initial worh of the basic communities. The index assessment system of civilization community has important significance and function in the community construction. With the direction of seientific theories and by the principles of scientificness, adaptability, systematicness, feasibility, comparebility and measurability, this thesis designs a set of index assessment system, including twelve categories and fifty concrete indexs such as about community population, ecologoc environmnt, education, cultwre and PE, publicsafety, welfare, life quality, hygiene, economy, prevailing custom’s comparison, community orguization consmiction, community social participation and so on.
