Based on the sector characteristics of telecommunication enterprises and from the idea of specialization,the contents and schemes for carrying out “model transform in specialized stock making” in the enterprises are analyzed.The difficulties,advice,and countermeasures of the system transform are pointed out.From development point of view,three phases of this transform are summarized which will benefit the reforms of the enterprises.
