【摘要】 本研究基于技术赋能理论与协同治理理论,构建"精准服务—风险防控"双维度分析框架,探讨人工智能(AI)在老年文旅治理中的创新路径。通过案例分析法,对政府主导的苏州"园林银发智旅"项目与企业主导的携程"老年放心游"平台进行比较研究,发现AI技术通过需求数字化洞察、智能推荐系统优化、实时监测网络构建等路径,可显著提升服务精准度与风险防控效率,而治理效能的提升,关键在于"技术工具"与"制度环境"的紧密协同。基于此,本文提出,应构建政府、企业、社区多元共治机制,完善数据治理标准,强化老年数字素养培育体系,为老年文旅领域智能治理打造"技术嵌入—机制创新—生态构建"的可持续发展模式。更多还原

【Abstract】 The study is grounded in technology empowerment and collaborative governance theories.It constructs a "precise service-risk prevention" dual-dimensional framework to explore AI-based innovation in elderly cultural tourism governance.By comparing the government-led Suzhou "Garden Silver Age Smart Tourism" project with the enterprise-led Ctrip "Elderly Safe Travel" platform,the research shows that AI can enhance service precision and risk prevention.It does so through digital need-analysis,intelligent recommendation system optimization,and real time monitoring.The key to effective governance is the synergy between technology and the institutional environment.Thus,the paper proposes establishing a multi-stakeholder mechanism involving the government,enterprises,and communities.It also suggests improving data governance standards and strengthening the elderly digital literacy cultivation system.This aims to create a "technology-integration-mechanism-innovation-ecosystem-construction" model for intelligent governance in elderly cultural tourism.更多还原
