【Abstract】 Entrepreneurship, innovation culture, and high-quality development seem to be different terms, but there is an increasing relationship between them. Entrepreneurship plays an important role in promoting technological innovation,industrial structure evolution, social wealth accumulation and even institutional change, and is the precious wealth of the whole society. In the new era, we need to stimulate entrepreneurship and create a cultural environment for innovation to achieve high-quality development.
