【摘要】 自古以来,黄河作为我们的母亲河,在我国生态环境体系中有着举足轻重的作用。然而,随着经济发展,黄河流域生态环境也遭受了严重破坏,虽然近几年在国家政策的推动及人们环境意识的增强,黄河流域生态环境得到了一定的改善,但总体上依然不容乐观。2019年习总书记在黄河流域生态保护和高质量发展座谈会上发表了重要讲话,确定了黄河流域生态保护和高质量发展的主要目标任务,更提出制定"黄河法"是十分必要的。本文从国内外流域立法发展着手,分析其发展状况及形势,最后总结经验得出其对我国黄河保护立法的可供参考及借鉴之处。更多还原

【Abstract】 Since ancient times, the Yellow River, as our mother river, has played a decisive role in China’s ecosystem. However, along with the economic development,the ecological environment of the Yellow River basin has also suffered serious damage. Although in recent years the promotion of national policies and the enhancement of People’s environmental awareness, the ecological environment of the Yellow River basin has been improved to a certain extent, but overall, it’s still not good. On September 18,2019, General Secretary XI delivered an important speech at the Yellow River basin ecological protection and high-quality development symposium, setting out the main objectives and tasks of ecological protection and high-quality development in the Yellow River basin, it is necessary to formulate the Yellow River Law. This paper starts with the development of river basin legislation at home and abroad, analyzes its development status and situation, and finally sums up its experience for reference and reference to China’s Yellow River protection legislation.更多还原
