“双碳”目标下城市更新的优化建议

【摘要】 城市更新在实现双碳目标上可发挥的潜力巨大,但其涉及多领域多尺度,功能构成、影响因素多元复杂,城市减碳目标难以系统纳入更新规划,并实现良好衔接、传导、反馈。提出将"双碳"技术体系全面纳入城市更新体系,作为承接落实城市双碳目标的抓手和实施平台,通过构建"更新行动-空间-碳排"的耦合模型,量化更新行动减碳效益,实现基于更新规划方案的动态碳模拟和基于碳约束条件下的更新方案比选调整;在更新技术方法上强化多尺度降碳路径更加注重以规划引领的结构式减碳,统合多尺度减碳和技术,最大化整体减碳效果;在更新规划规划成果上面向实施,强化碳指标传导管控和多部门的协同,形成"目标-指标-策略-项目"的低碳更新实施体系,实现降碳目标在更新过程中的有效分解、传导和落实,助力城市在高质量更新中实现"双碳"目标。更多还原

【Abstract】 Urban renewal has great potential for realizing the dual-carbon goal, but it involves multiple fields and scales, and its functional composition and influencing factors are diversified and complex, so it is difficult to systematically incorporate the urban carbon reduction goal into the renewal planning and realize good articulation,transmission and feedback.It is proposed to comprehensively incorporate the "dual-carbon" technology system into the urban renewal system, as a handhold and implementation platform to undertake the implementation of the urban dual-carbon target, quantify the carbon reduction benefits of the renewal action by constructing the coupling model of "renewal action-space-carbon emission", and realize the dynamic carbon simulation based on the renewal planning scheme and the dynamic carbon simulation based on the renewal planning scheme. By constructing a coupled model of "renewal action-space-carbon emission", we quantify the carbon reduction benefits of the renewal action, and realize dynamic carbon simulation based on the renewal planning scheme and the adjustment of the renewal scheme based on the carbon constraints; in the renewal technical method, we strengthen the multi-scale carbon reduction path, pay more attention to the planning-led structural carbon reduction, and unify the multi-scale carbon reduction and technology, so as to maximize the overall effect of carbon reduction; in the renewal planning, we orient the planning results to the implementation, and strengthen the carbon target transmission control and the synergy of multiple departments, so as to form a " Target-Indicator-Strategy-Project" low carbon regeneration implementation system, realizing the effective decomposition, transmission and implementation of carbon reduction targets in the process of regeneration, and helping the city to achieve the "dual carbon" target in high-quality regeneration.更多还原
