水网地区城市新区低碳规划思考——以苏州太湖科学城为例

【摘要】 水网地区城市往往具有良好的自然生态丰富碳汇资源,也是碳排放集中的地区,是践行"双碳"目标的重要区域,水网地区城市新区在规划建设中应处理好低碳化与城市发展的关系。本文在讨论水网络在城市低碳发展中的作用与水网地区城市低碳发展路径的基础上,选择苏州太湖科学城城市新区作为案例,提出了保护维育区域水绿生态网络,控制城市总体规模与结构形态;低碳交通与水绿网络共同主导空间紧凑化布局;控制关键指标调节空间形态,形成紧凑多孔的城市组团内部空间形态;借助水网优势因地制宜发展滨水绿色技术布置高效可再生的分布式能源系统;挖掘水网乡村碳汇资源,将绿色基础设施纳入乡村建设,构建城乡融合的低碳网络的水网地区城市新区低碳化规划策略,以期为水网地区城市新区空间规划的编制、践行双碳目标落实低碳城市建设等提供参考借鉴。

【Abstract】 Cities in water network areas often have good natural ecology and rich carbon sink resources, and are also areas where carbon emissions are concentrated, and are important areas for practicing the "dual carbon" goal.Based on the discussion of the role of water network in urban low-carbon development and the low-carbon development path of cities in water network areas, this paper selects the new urban area of Suzhou Taihu Science City as a case study to propose the protection and maintenance of regional water green ecological network and control the overall scale and structure of the city. Low-carbon transportation and water green networks jointly dominate the compact layout of space; Control key indicators to adjust the spatial form to form a compact and porous urban group internal spatial form; With the help of the advantages of the water network, develop waterfront green technology according to local conditions, and arrange efficient and renewable distributed energy systems;Excavate the carbon sink resources of water network villages, incorporate green infrastructure into rural construction, and build a low-carbon planning path of urban-rural integration low-carbon network, in order to provide reference for the preparation of spatial planning of new urban areas in water network areas, the implementation of the dual carbon goal and the implementation of low-carbon city construction.
