绿带规划实施策略研究——以伦敦与香港为例

【摘要】 生态文明背景下,绿带被赋予了新的内涵,在促进城乡共融、供给绿色空间等方面有着重要意义。近年来,我国内陆各大城市纷纷开始建造环城绿带,然而由于缺乏理论指导和完善的政策体系,实施效果并不理想,绿带被许多不相容的开发建设项目侵占。英国伦敦与我国香港绿带理论同源,但由于规划背景和现实情况等差异,绿带政策的态度几乎相反。基于此,本文选取上述二城,利用对比研究的方法,从绿带的功能形态、准入条款、政策法规、实施效果和未来挑战等多角度进行分析,讨论绿带的灵活度,把握利用与保育的平衡,探寻保障绿带有效实施的策略方法,博采众长。最终结论指出,绿带政策应立足于城市的条件和诉求,刚性与弹性相结合,并从规划设计、执行运作、政策保障和反馈机制四个层面提出了相应策略,以期对我国内陆城市的绿带规划建设有所裨益。更多还原

【Abstract】 In the context of ecological civilization,green belts have been given a new connotation and are of great significance in promoting urban-rural integration and supplying green space.In recent years,inland cities in China have started to build green belts,but due to the lack of theoretical guidance and perfect policy system,the effect is not satisfactory,and the green belt is encroached by many incompatible development and construction projects.London and Hong Kong have the same origin of green belt theory,but the attitude of green belt policy is almost opposite due to the difference of planning background and real situation,etc.Based on this,this paper selects the above two cities and utilizes a comparative study approach to discuss the flexibility of green belts,grasp the balance between utilization and conservation,and explore strategic approaches to guarantee the effective implementation of green belts by analyzing the functional forms,access provisions,policies and regulations,implementation effects and future challenges of green belts from multiple perspectives.The final conclusion points out that green belt policies should be based on urban conditions and demands,combining rigidity and flexibility,and proposes corresponding strategies from four levels:planning and design,implementation and operation,policy guarantee and feedback mechanism,with a view to benefiting the planning and construction of green belts in China’s inland.更多还原
