【摘要】 在城镇化进入高质量发展阶段的时代背景下,如何建立一套行之有效的新市镇规划方法、响应城市高质量发展诉求,成为当前规划面临的研究问题。通过对过去新市镇规划建设的反思,提出从效率化建设转向品质化发展的思路转变、从蓝图描绘转向行动引导的路径转换,总结新市镇建设的成功案例,提出可持续生长型规划方法,建构新市镇可持续生长模型,并以孙耿"四段生长九大行动"为例,践行规划赋能的动态理念和助力生长的实施路径。最终提出:可持续生长的规划方法模拟生长的模型和动态理念,采用行动助力生长的实施路径,既可以应对新市镇未来发展的不确定性,还可以稳步健康的保证有序建设发展,是一条可以继续探讨、完善和优化的规划编制思路和方法。更多还原

【Abstract】 In the context of urbanization entering the stage of high-quality development, how to establish a set of effective planning methods for new towns and respond to the demands of high-quality urban development has become a research problem facing current planning. By reflecting on the past planning and construction of the new district, this paper proposes the change of thinking from efficient construction to quality development, and the change of path from blueprinting to action guidance, summarizes the successful cases of new town construction,and constructs the model of sustainable growth of the new town. Ultimately, it is proposed that: the planning method of sustainable growth simulates the model and dynamic concept of growth and adopts the implementation path of action-assisted growth, which can cope with the uncertainty of the future development of the new town, but also ensure the orderly construction, steady and healthy development, and is a planning preparation idea and method that can continue to be explored, improved and optimized.更多还原
