城市水文应急监测体系构建
Construction of Urban Hydrological Emergency Monitoring System

【摘要】 随着我国经济社会的飞速发展,城市化进程也不断加快,都市圈、城市群、城市带和中心城市不断形成。快速城市化使得自然环境发生强烈变化,导致水文要素和水文过程发生相应的变化,出现降雨量增加、暴雨次数增加、汇流时间缩短、径流系数增大等城市水文效应。本文从城市环境的特点出发,分析了水文应急监测点的相同点与不同点,并从城市水文站网和应急监测两个维度,提出构建城市水文应急监测体系的思路及重点,可为完善城市防洪排涝体系提供参考。因此,要加快城市水文应急监测能力建设,完善健全水文监测站网体系,为实现城市精细化管理、洪水精准化调度和资源化利用提供支撑。
【Abstract】 With the rapid development of China’s economy and society, the process of urbanization is also accelerating, and metropolitan circles, urban agglomerations, urban belts, and central cities continue to form. Rapid urbanization has caused strong changes in the natural environment, leading to corresponding changes in hydrological elements and hydrological processes, resulting in urban hydrological effects such as increased rainfall,increased number of heavy rains, shortened confluence time, and increased runoff coefficient. Starting from the characteristics of the urban environment, this article analyzes the similarities and differences of hydrological emergency monitoring points, and proposes the ideas and key points of constructing urban hydrological emergency monitoring system from the two dimensions of urban hydrological station network and emergency monitoring,which can be used to improve the city. Provide reference for flood control and drainage system. Therefore, speed up the construction of urban hydrological emergency monitoring capacity, improve the hydrological monitoring station network system, and provide support for the realization of urban fine management, precise flood dispatching and resource utilization.
