大都市周边县级青年友好型城市建设路径探讨——以河北省大厂县为例

【摘要】 促进青年更好成长、更快发展是国家的基础性、战略性工程。不同于"儿童友好城市"和"老年友好城市"等面向弱势群体的城市概念性规划,青年是社会进步的主力军,青年发展关涉民族、国家、党的希望和未来战略,这也赋予青年友好型城市更多的战略意义。自2017年国家《中长期青年发展规划(2016-2025年)》印发后,"青年友好型城市"这一理念才逐渐进入大众视野,目前学术领域鲜少围绕青年友好型城市的研究探讨。基于对青年友好型城市的规划价值、概念定义和建设原则的阐述,本文选取与北京隔河相望的大厂回族自治县为实证案例,深入分析了大厂青年的现状特征与发展诉求,并对大厂青年发展痛点和发展机遇进行归纳总结。在此基础上,依据政策友好性、空间品质性、产业创新性、青年主体性等建设原则,充分照顾青年的特点和利益,提出了大厂青年友好型城市建设的四大发展策略和五大实施路径,并构建了一套青年友好型城市评价指标体系,具有一定的针对性和可推广性,以期对县级单元,尤其是大都市周边城市的青年友好型城市建设提供经验参考。更多还原

【Abstract】 To promote the better growth and faster development of youth is the basic and strategic project of our country. Different from the conceptual planning for vulnerable groups such as "Children Friendly City" and "Elderly friendly city", youth is the main force of social progress. Youth development is related to the hope and future strategy of the nation, the country and the party, which also gives youth friendly cities more strategic significance. Since the national "Medium and long term youth development plan(2016-2025)" was issued in 2017,the concept of "youth friendly city" has gradually entered the public field of vision. At present, there is little research and discussion on youth friendly city in the academic field. Based on the elaboration of the planning value, concept definition and construction principles of the youth friendly city, this paper selects Dachang Hui Autonomous County across the river from Beijing as an empirical case, deeply analyzes the characteristics of current situation and development demands of Dachang youth, and summarizes the development pain points and opportunities of Dachang. On this basis, according to the construction principles of policy friendliness, space quality, industrial innovation and youth subjectivity, and taking full account of the characteristics and interests of youth, this paper puts forward four development strategies and five implementation paths of Dachang youth friendly city construction. In addition, this paper also constructs a set of youth friendly city evaluation index system.
