我国流域生态补偿政策试点建设实践与思考

【摘要】 流域生态补偿机制是我国推进生态文明建设的重要支撑,目前正处在试点探索、机制完善阶段。本文以东江流域和赤水河流域试点为例,总结了试点建设过程中在补偿方式、补偿机制等方面的实践经验,探讨了政府补偿模式和市场补偿模式的制度优势和推进瓶颈,提出加快推动生态补偿立法、推进市场化多元化生态补偿模式、优化跨省流域试点生态补偿方案的政策建议,以期对深入推进我国流域生态补偿提供参考。更多还原

【Abstract】 The watershed ecological compensation mechanism is an important support for the development of ecological civilization in China. Taking the Dongjiang River Basin and the Chishui River Basin as examples, this paper summarizes the practical experience in compensation methods and compensation mechanisms in the course of the pilot construction, and discusses the institutional advantages and bottlenecks of the government compensation mode and the market compensation mode. The paper puts forward some suggestions including pushing forward legislation, promoting the marketlized and diversified development, optimizing implementation plan, to improve the watershed ecological compensation mechanism, which has some reference value to further promote the watershed ecological compensation mechanism in China.更多还原
