考虑投机行为的煤矿安全监管演化博弈分析

【摘要】 为从有限理性角度考虑煤矿企业与监管部门的投机行为,基于演化博弈研究了煤矿安全生产与监管中的策略选择问题。将煤矿企业与监管部门的博弈策略分别刻画为安全生产投资与安全监管投资,定义了煤矿生产安全概率与监管发现问题的概率。通过引入煤矿企业与监管部门的投机行为,建立演化博弈模型,得到了煤矿企业与监管部门的演化稳定策略。通过数值实验研究了系统参数对演化过程与演化稳定点的影响。结果表明:煤矿企业的安全特性系数、监管部门的能力特性系数和双方的投机行为系数均能影响演化过程乃至改变演化稳定点。研究结论可为煤矿安全生产监管机制设计提供参考。
【Abstract】 In order to consider the speculative behaviors of coal mining enterprises and regulatory departments from the limited rational perspective,the issue of strategy selection in coal mine safety production and supervision is studied based on the evolutionary game.The game strategies of coal mining enterprises and regulatory departments are characterized as investment in safety production and in safety supervision respectively.The probability of coal mine safety production and the probability of problem found by monitoring are defined respectively.An evolutionary game model is established by introducing speculative behaviors of coal mining enterprises and regulatory departments.the evolutionary stable strategy of coal mining enterprises and regulatory departments is obtained.Through numerical experiments,the influence of system parameters on the evolution process and the evolution stability point is studied.The results have shown that the safety characteristic coefficient of coal mining enterprises and the capacity characteristic coefficient of the regulatory departments can both affect the evolution process and even change the evolutionary stability point.The speculative behavior coefficient of coal mining enterprises and regulatory departments can affect the evolution process and even change the evolutionary stability point.The conclusions of this paper can provide reference for the design of supervision mechanism of coal mine safety production.
