【摘要】 目的:评价重点监控药品政策对药品使用的影响,为中国重点监控药品政策的推进与完善提供证据参考。方法:数据来源于全国医药经济信息网,选取2014年1月到2017年5月间药品采购数据,通过间断时间序列的方法,评价重点监控药品政策对药品使用的影响。结果:在实施重点监控药品政策之前,样本药品使用随时间整体呈现上涨趋势,在政策实施时间点,各省药品采购金额和以限定日剂量（Defined Daily Dose, DDD）为计量单位的用量频度（DDDs）均有所下降,但仅四川省结果显著（采购金额:β₂=-322950.00,P<0.01;DDDs:β₂=-5550.92,P<0.01）,政策实施后,样本药品的采购金额和DDDs在各省均呈现下降趋势（P<0.05）,其中福建省的降幅最大（采购金额:β₃=-56129.20,P<0.01;DDDs:β₃=-526.47,P<0.01）。结论与讨论:重点监控药品政策起到了限制药品使用、控制费用上涨的目的,但现有政策的管理手段以行政管控为主,应给予合理用药足够的重视,充分发挥药师在重点监控药品政策中的作用。更多还原

【Abstract】 Objective To assess the effect of key monitoring drug policies on drug utilization, thus, provide reference for policy makers to improve this policy. Methods Drug purchase data from January 2014 to May 2017 were selected through Chinese Medicine Economic Information database. Using the interrupted time series, the impact of drug monitoring policies on drug utilization was evaluated. Results Prior to the implementation of the key monitoring drug policy, the costs and DDDs measured by defined daily dose（DDD） of sample drugs showed a general trend of increase over time. At the time of policy implementation, the costs and DDDs of sample drugs in each province had declined, but the result was only significant in Sichuan Province（costs:β₂ =-322950.00,P<0.01; DDDs:β₂=-5550.92,P<0.01）; After the implementation of the policies, the costs and DDDs of the sample drugs showed a downward trend in all provinces（P<0.05）, of which Fujian Province had the largest decline（costs:β₃=-56129.20,P<0.01;DDDs:β₃=-526.47,P<0.01）. Conclusion and Discussion The key monitoring drug policies have played a role in limiting the use of drugs and controlling costs. However, the management methods are mainly administrative interventions. We should pay more attention to rational drug use and give full play to pharmacists in the key monitoring drug policy.更多还原
