跨部门水权转换的理论阐释及其政策含义
Theoretical Analysis and Policy Connotations for Transaction of Water Property Rights between Agricultural and Industrial

【摘要】 由于不同部门使用水资源的预期收益不同,水资源配置在不同产业部门的机会成本不同,从而催生了水资源产权的跨部门间转换。本文以宁夏农业与工业部门之间的水权转换为例,探讨这种转换的内在机理和政策含义,以及由此而来的政策设计及其运行。
【Abstract】 The variahle anticipated revenue and opportunity cost of water resource from the different industrial agencies are the fundamental reason of the transaction of water property rights hetween agricultural and industrial.The transaction of water property rights hetween agricultural and industrial in Ningxia Area has heen taken as an example,and the internal mechanism and policy connotations has heen argued.
