【摘要】 自住建部2014年10月发布《海绵城市建设技术指南——低影响开发雨水系统构建(试行)》以来,海绵城市建设受到越来越多的重视,作为海绵城市建设顶层设计的海绵城市专项规划被寄予厚望。2017年12月《北京市人民政府办公厅关于推进海绵城市建设的实施意见》出台,要求2018年12月编制完成区级海绵城市专项规划。在很短的时间内且相关规范标准缺位的情况下,编制这样一个高标准、高要求的专项规划,涉及许多新的理念、方法、技术和各种复杂的实际问题,困难重重。以北京市顺义区海绵城市专项规划为研究对象,围绕海绵城市专项规划编制的内容要求,分析顺义区海绵城市专项规划编制的新思路与创新点,以期为我国其他城市海绵城市专项规划编制或修编提供参考。更多还原

【Abstract】 Since Ministry of Housing and Urban-Rural Development released the technical guide for sponge city construction—low impact development rain water system construction( trial implementation) in October 2014,sponge city construction has been paid more and more attention,and the special planning of sponge city, as the top-level design of sponge city construction,is highly expected. In December 2017,the implementation opinions of General Office of the People’s Government of Beijing Municipality on promoting the construction of sponge city was issued,requiring the completion of the district level sponge city special planning in December 2018. In such a short period of time,and the relevant codes and standards had not been in place,it’s difficult to compile the special planning with high standard and high requirement,because the special planning involves many new ideas,methods,technologies and a variety of complex practical problems. Taking the special planning of Sponge City in Shunyi District of Beijing as the research object,and surrounding the content requirements of the special planning for the sponge city,analyze the new ideas and innovations of the special planning for the sponge city in Shunyi District,in order to provide reference for the preparation or revision of special planning of sponge cities in other cities in China.更多还原
