【摘要】 随着住房制度改革进程的加快,"十一五"期间我国初步建立起政府—市场互补的保障性住房体系和商品住房体系。随着住房事业的不断前进,住宅市场的蓬勃发展,我国城乡居民居住条件得到较大改善,住房困难境况得到一定程度的缓解,但是在一系列重大成就的背后仍存在政府职能定位不清、宏观调控效果欠佳,住房供求极不平衡、价格上涨过快等问题。目前,我国正处于"十二五"开启的关键阶段,须在结合国情背景、国家战略和前期经验的基础上,抓住发展机遇以迎接挑战,推进住房制度建设和市场发展,构建符合我国国情的保障性住房体系和商品住房体系,解决住房这一重要民生问题。更多还原

【Abstract】 With the acceleration of reform on housing system,in the 11^thFYP,the preliminary outline of low-income housing system and commercial housing system which is government-market complementary has been established in our country.Through putting forward housing business continuously and the vigorous development of the housing market,the difficult circumstance of housing business obtains certain extent alleviation.In the meanwhile,with these efforts we can see that living conditions of both urban and rural residents also have been improved considerably.However,what should take into consideration is that many questions remain to be answered behind series of great achievements,such as the unclear orientation of the government function,the inefficiency of macroeconomic regulation,the extremely unbalance between housing supply and demand and the problem on excessively rising prices.At present,China is in the starting year of the 12^th FYP,we must seize these opportunities to meet the challenge according to its actual conditions,national strategy and previous experience.With advancing the housing system construction and making contribution to the market development,we can build a commercial housing system and lowincome housing system which accords with China’s actual conditions to improve the well-being of people.更多还原
