【Abstract】 Recent years,the State Council and relevant departments have stressed that to bring the balance of arable land into land quality system,is not only the stick to the needs of 18 million mu of arable land,but also the only way to scientific management and protection of land resources.Then,how can we bring the balance of arable land into land quality system?
