【摘要】 2014年教育部发布的《中央部委所属高等学校章程建设行动计划(2013-2015年)中要求,到2015年底,各级各类院校都要完成大学1章程建设,向社会发布。大学章程是大学的"宪法",是规范高校权力的重要手段和有效途径。通过对国内外大学章程的分析比较,进一步完善我国的大学章程中关于行政权力、政治权力、学术权力、民主权力的有关规定,在遵循大学内部权力"和而不同"的自身运行规律基础上,建立起以"党委领导、校长负责、教授治学、民主管理"为主体框架的新型、优化的高校权力生态结构。更多还原

【Abstract】 The Ministry of Education issued the action plan for building colleges charter(2013-2015) in 2014, which requested all colleges should complete the construction of the University statutes by the end of 2015 and publish them to the public. University statutes is Universities’ "constitution" which is an important and effective way to regulate power in universities. We analysis and compare the domestic and foreign universitystatutes, to improve our university statutes’ text content regarding administrative power, political power, academic power, democratic power. We should build a new harmonious universities’ power ecosystem whose body frameis "Party committee leading, Principalin charge,Professor teaching,Democratic management"On the basis of theits own internal power operation rules.更多还原
