【摘要】 技术性贸易壁垒(TBT)已成为对我国出口贸易影响最大的非关税壁垒,为此我国各级政府部门制定和实施了许多应对TBT的政策措施。本文依据国家质检总局公布的相关数据,通过构造出口贸易额与TBT贸易损失额之间相关参数的变动趋势指标,对各级政府部门制定的应对TBT政策措施的效果进行评价分析。研究结果表明,应对TBT政策措施的效果从2008年之后开始显现,而且这些政策措施的效果是通过标准、认证、采用国际标准等手段来实现的。但由于出口贸易结构和产业结构的影响,TBT贸易损失额与出口贸易额仍呈正相关的关系。更多还原

【Abstract】 Technical Barriers to Trade(TBT) have become the non-tariff barriers that have the greatest impact on China’s export trade,and Chinese government departments at all levels develop and implement a lot of policies and measures to deal with it.In this paper,based on relevant data AQSIQ announced,we construct the changing trend indicators of related parameters between the the volume of export trade and the trading losses of TBT to evaluate and analyze the policies and measures effect of China’s response to TBT.The research result indicates that the effect of policies and measures that achieved by standards,certifications,adoption of international standards and other means start to show good performance from the year of 2008.However,due to the influence of export trade structure and industrial structure,the trading losses of TBT and the volume of export trade are still keeping the positive correlation.更多还原
