【Abstract】 This paper started with the achievements made in the construction of Hangzhou incubators,analyses the main practices in the process,including support policies and work system. In addition,From the perspective of Service oriented government functions,we also discussed and summarized some enlightenment and suggestions in promoting the construction of Hangzhou incubator for the other similar city.
