【摘要】 推进负面清单是转变政府职能的总开关,是促进市场主体平等竞争、发挥市场在资源配置决定性作用的重要手段,同时也是推进全面深化改革的重要抓手。但总体看,负面清单的相关研究刚刚起步,相关研究文献很少。本文就如何制定负面清单、如何改善负面清单管理模式等两个关键问题进行了深入探索,提出负面清单应分行业、投资主体、分不同主体功能区进行制订;同时基于各地实践经验提出"四个清单+两个标准"模式,即负面清单、准许清单、政府权力清单和企业失信清单,加"两个标准"指的是"行业能源消耗限额标准"和"产业污染物排放标准"。更多还原

【Abstract】 Negative list is the main switch of transforming governmental function,the important means of promoting The main body of the market competition on an equal basis,and the key way of advancing comprehensive deepening reforms.However,the research on negative list is just at the beginning. This study focuses on two key problems such as how to make the negative list,how to improve management method of the negative list,proposing that making negative list should be combined with the specific circumstances of the different industries,investment entities,and main functional region; presenting,based on practical experience of different regions,"four lists + two standards"mothed which is"negative list,permission list,authority list,and the enterprise incredibility list",and " the standards of Pollutant Emission".更多还原
