【摘要】 党的"十八大"报告首次把生态文明建设纳入中国特色社会主义事业总体布局。随着社会经济发展和技术的发展,对县级土地利用总体规划实施研究,有助于督促政府和相关部门采取针对性的措施,及时调整规划方案,解决规划以外的利益冲突、规划自身缺陷。本文以新疆伊宁市为研究区,建立实施评价指标体系,通过进行问卷调查和数学模型定性定量相结合分析方法,揭示县级土地利用总体规划三年来实施问题及影响因素。研究结果表明:规划实施评价主要是围绕既定规划方案实施情况分析,重点实现目标的落实情况、实现程度,指出存在的问题,还要针对实施规划对外界带来的效果进行分析,有助于对区域社会、经济和环境产生长远影响,实现土地可持续利用;提高土地利用总体规划的权威性和有效性;为规划修编及实施管理提供理论基础和依据,使土地利用规划实施发展过程进入更加科学合理的良性发展轨道。更多还原

【Abstract】 The party’s " Eighteen big" report for the first time the construction of ecological civilization into the overall layout of the cause of socialism with Chinese characteristics.With the development of social economy and technology development,the county land use overall planning and implementation of research,and to urge the government and relevant departments to take the measures,timely adjustments to the planning scheme and solve the planning of conflict of interest,planning defects.The Yining City in Xinjiang as the study area,establishment and implementation of evaluation index system,through questionnaire survey and mathematical model of qualitative and quantitative combined analysis method,reveal of the county land use overall planning for three years of implementation of the problems and the influencing factors.The results show that the evaluation of the implementation of planning is established around the implementation of the programme analysis.We focus on the implementation the implementation of the objectives,realization degree,points out the existing problems,but also the implementation plan of the outside effect analysis,help to have a long-term impact on the regional society,economy and environment,to achieve sustainable land use;improving land use the authority and effectiveness of the overall planning;planning revision and implementation of the management provide theoretical foundation and basis,so that land use planning implementation of the development process into the more scientific and rational development track.更多还原
