【摘要】 政府密级信息是指政府信息资源中需要保密的、不能公开的信息。但适时解密可以避免无谓保护,从而降低保密成本,并且保证资源充分利用。密级信息解密是政府信息资源管理的重要方面,加强其管理措施是实际工作所必需的。本文从宏观、微观两方面管理措施进行阐述,分别包括:密级信息解密的法律法规、解密的标准、解密的发展战略、解密的管理制度、解密的时限问题等。文章认为定期解密信息,实际上起到保障密级信息安全的作用,否则,大量的虚假密级信息将导致信息保密成本的上升。更多还原

【Abstract】 The security information in government refers to the information which needs to be kept secret and can’t be disclosed. However, the decryption timely can avoid pointless protection, and then reduces the cost of keeping information confidential, as well as the full utilization of the resources. The management of the decryption about the security information is an important aspect of government information resources management, and it is also necessary to enhance the management measures in practice. This article discusses the management measures combining macro-point and micropoint view, such as the legal system of the decryption about the security classification information, the standards of the decryption, the exploration of development strategy, the improvement of the management system, the solution of the time limit problem and so on. The result indicates that, the decryption of the information regularly, in fact, plays a role to ensure the safety of security information, otherwise, A large number of false security information will lead to higher cost of keeping information confidential.更多还原
