【摘要】 在深入粮食主产区开展问卷调查的基础上,简述了福建省的粮食生产、供需平衡情况,指出了耕地资源短缺、耕地质量差、粮食播种面积减少、粮食总产量下降、规模化经营推广受阻、种粮成本上升、种粮比较效益低、粮食自给率低、结构性矛盾突出等问题的存在使粮食安全的压力加大,提出了保障福建省粮食安全的对策措施:(1)坚守耕地红线,强化用途管制;(2)依靠高新技术,提高粮食单产;(3)加快制度创新,构建激励机制;(4)转变发展思路,确保粮源供给。更多还原

【Abstract】 Based on questionnaire survey carried out in the main grain production areas, this paper analyzed grain production, supply and demand balance in Fujian Province. It was held that cultivated land resource shortage, poor quality of arable land, grain planting area reduce, total grain output decline, grain scale production and management promotion blocked, grain costs rise, relatively low efficiency of grain, low grain self-sufficiency rate, serious structural contradiction have increased the pressure to food security and arable land protection. Accordingly the countermeasures for food security in Fujian Province were proposed as follows. First, stick to the bottom line of farmland and strengthen arable land utility regulation. Second, rely on high-tech and rise per unit area yield of grain. Third, accelerate the innovation of system and establish incentive mechanism.
