【Abstract】 A multi-level framework of China as an actor in Africa is emerging when its provinces are more and more involving in this continent within recent years.This article will analyze the role of China’s provinces as sub-national actors in China’s foreign policies toward Africa;meanwhile,it will explore the function of provinces’ relations with African countries in fields of trade,building,investment,foreign aid and diplomatic communication,etc.Moreover,it will also analyze how China as well as Africa to adapt to the multi-level framework of China in Africa in future.更多还原
