【摘要】 文章从围填海管理制度、年度变化和区域分布三个方面介绍了我国围填海发展的现状;从正反两个角度分析了围填海的作用;根据围填海的特点,从自然、经济社会、技术和管理四个方面逐一识别了围填海的潜在风险;采用风险管理学有关理论方法,对其潜在风险进行了分配与分级分析,并在此基础上提出了有关建议。更多还原

【Abstract】 The reclamation devebpment status quo of China was presented in the paper form the aspect of management system annual change and regional distribution.The effect of reclamation was given in both positive and negative aspect.Potential risks of reclamation were identified in nature society economy and management.The responsibility and level of the potential risks were analyzed in the theory of classic risk management,bathed on which,recommendation was given in order to avoid the risk.更多还原
