【摘要】 为增强竞争力,减少环境污染,提高波罗的海区域的海事监管与航海保障能力,欧盟启动了面向波罗的海区域实现智能化海上航路的e-Navigation解决方案蒙拉丽萨海事工程。该工程不仅涉及先进技术的研究及应用,也涉及海事监管和服务新方法、新模式的研究与试用,是IMO(International Maritime Organization,世界海事组织)多个分委会较为关注的工程,具有一定的前瞻性。本文介绍了蒙拉丽萨海事工程基本内容,总结了其所运用的创新理念和技术,并结合我国海事监管和服务现状,提出了一些建议。更多还原

【Abstract】 In order to enhance competitiveness,reduce environmental pollution,and improve both maritime regulatory and maritime support ability of the Baltic Sea,the EU launched MONALIS A Maritime Project which is a intelligent sea route e-Navigation solution for the Baltic Sea region.The project involves not only the research and application of advanced technology,but also the research and trial of the new method,and new model of maritime supervision and service.The project has a certain forward-looking,which received concern from IMO(International Maritime Organization).This paper described the basic content of The MONALISA,summed up its innovative ideas and technology,and made some suggestions based on China‘s maritime and services current situation.更多还原
