【摘要】 地铁工程成本管控模式的总体思路可概括为"范式引导、组织驱动、机制保障、流程落实、技术支撑"。其中范式涵盖以人为本、系统全局的观点,通过战略、理念、责任约束引导全员实行成本管控;组织是广义的,由项目经理部、集团公司、工程公司、项目业主、设计咨询单位等相关方共同参与到成本管控中;机制则以合同管理、变更创效、考核反馈等保证工作的有序进行;流程是通过责任成本的测算、预算、分解、核算等加强与落实;如方案优化的"软"技术和信息系统的"硬"技术可支持与帮助成本管控工作。更多还原

【Abstract】 How to carry out the cost management control on the complex and special railway project? Whether there are any laws in the practice,which can be summarized as the common pattern? The conclusion is gained from the inductive research according to the real railway project cases.This study shows that the pattern of cost management control on railway projects can be described as "paradigm guided,organization driven,mechanism protected,process implemented,technology supported".The paradigm includes the viewpoints of human-oriented and overall system,which can guide the stuff to practice through the strategy,concept and liability restriction etc.The generalized organization means that project office,group corporation,branch company,owner and design institute etc.as a whole join in the cost management control.The mechanisms of contract management,alteration to benefit,feedback etc.guarantee the work in order operating.The process is implemented through the calculating,budgeting,decomposing and accounting of responsibility cost.The techniques of the soft and hard technology,such as scheme optimization and information platform,can support and assist the cost management control.The mode can provide the idea and reference for the subsequent practice on the other railway projects.更多还原
