【摘要】 通常认为模糊 DEA 评价是用于测度管理有效性的一种方法,但是实际运行中由于有些模糊 DEA 有效单元信息贫乏,导致评价结果难以令人信服。本文提出的基于优势生产前沿面的 DEA 有效单元再评价方法克服了传统评价的问题,更有效地反映了评价单元的管理进步效果,经过理论分析和实践检验,是目前用于管理有效性评价的最佳方法之一。其特性表现在,将优势前沿面方法应用在非营利组织的测评管理中,通过构造有效性更强的新决策单元实现对 DEA 有效单元的区分和排序,克服了原来使用的靠 DEA 基于权重和判断准则进行再评价的缺点, 具有现实可行性和有效性,评价结果具有较好的稳定性和可比性,能够对模糊 DEA 有效单元进行有效区分。研究使管理有效性方法在非营利组织评价中的应用更加具有理论意义和实际价值。更多还原

【Abstract】 Fuzzy DEA assessment is a method for the measurement management effectiveness generally.But in prac- tice due to the lack of information on some fuzzy DEA effective units make the assessment result is hard to believe. The method proposed by this paper based on optimal frontier is one of DEA effective units re-assessment methods based on production frontier,and the method have overcome the problems existed in the traditional method.It re- flects the management progress of assessed unit more effective.Tested through theory and practice,it is one of the best methods for management effectiveness assessment currently.The obvious characteristic of the method is the ap- plication of optimal frontier method into non-profit organization management assessment.By establishing more effec- tive new decision units to achieve the differentiation and ordering for DEA effective units overcomes the disadvan- tage of re-assessment according to DEA based on weight and principle.The method has feasibility and effective- ness.The result is provided with preferably stability and comparable,and can make effective differentiate for fuzzy DEA effective units.The study of management effectiveness in non-profit organization assessment makes the appli- cation of this method more significant in theory and practice.更多还原
