【Abstract】 In this paper, we firstly analyze the relation between plans and point out that plans can affect on criteria. Then in the absolute scale, we put forward a definition about structural information matrix(SIM) and discuss this effect by SIM quantatively. This effect demonstrates that there is the dependent relationship between functional dependence and structural dependence in the AHP model, that is the resaon why the rank reversal exists.更多还原
