大城市公共设施规划的技术难点初探

【摘要】 本文是在系统梳理、评价公共设施规划相关规定、规范以及公共设施专项规划的基础上,更好地引导未来我国200座左右的大城市公共设施规划,提高这些城市的公共设施服务水平。同时,针对我国大城市总体规划中公共设施规划四个方面的技术难点作了解析。首先,通过北京、宜昌两市案例来说明公共设施的分级的常规方法。其次,通过行政办公用地和商业金融用地来研究公共设施用地分类分级量化。再次,明确说明公共设施规划与专项规划关系的作用。最后,建议不同的城市重视强制性的国家标准与地方实际情况的差异,并选择相应的方法来面对。本文的主要结论是国家层次的强制性标准规范应逐渐转变为具有指导性的技术指引,引导地方城乡规划标准与准则的制定。更多还原

【Abstract】 This paper is on the basis of carding public facilities planning regulations systemically, and analyzed technical difficulties of four areas of public facilities planning in China’s major cities’overall planning:namely, the classification of public facilities, public facilities land classification and grading quantification, the relationship between the public facilities planning and special planning and the differences between the compulsory national standards and local actual situation. The main conclusion is that the national level of mandatory standards should gradually change for guiding the technical guidelines to guide local urban and rural planning and the formulation of standards and guidelines.更多还原
