当代中国城市规划中的利益博弈

【摘要】 市场经济环境下的当代中国城市规划的编制、实施与管理都是四大社会力量博弈的结果。四大利益集团包括政治官员集团、规划行政部门、企业集团和民间团体,每个集团其动机和行动结果都具有两面性,城市规划在复杂的协调过程中寻求民主、公平、效率和效益的平衡。通过分析,本文提出利益冲突的根本在于各方由于目标函数的差异导致的机会主义行为和代理成本的上升,并根据博弈论和公共选择理论提出了实现利益均衡的可能手段。更多还原

【Abstract】 Urban plannings compile, apply and administration of today’China at the environment of marketing e-conomy, government are the game’s ends of four powers. The four powers are polices officials group, public department of planning, enterprise’s group and folk organization. Consequence of every group’ s motive and action have dual -characters. The urban planning seek the balance of democracy, fair, efficiency and benefit in the course of complex harmonization. Through analyse, this essay put forward that the root of benefit confliction is the opportunism action and the rising of agent - cost resulted from the diversity of target - function. This essay bring the possible way to achieve benefit’ s balance by the game theory and the public choice theory.更多还原
