适应市场经济的城市开发规划控制思维的创新

【摘要】 传统计划经济影响下的规划管理模式面对复杂多变的城市开发行为明显力不从心,反思传统的城市开发规划控制管理思维并找出真正适合我国市场经济环境的管理思维,应是城市开发规划控制管理体制革新的首要举措。通过中西方国家城市开发规划控制发展历程的回溯,总结出二者的思维差异,指出我国传统“规划控制一开发行为”管理思维的弊端,提出逆向思维是我国适应市场经济的城市开发规划控制管理思维的创新之路,并提出了构建基于逆向思维的适应市场经济的城市开发规划控制体系的大体思路。西方的城市开发规划控制始终关注市场经济环境下城市开发行为的特征,进而采取相应的规划控制措施加以控制和引导,即循着“开发行为→规划控制”的思维进行;我国的城市开发规划控制是“城市总体发展战略→分区战略部署→详细规划控制→具体项目建设”这一基于计划经济体制下传统思维链上的一个节点和环节,是一种以设计为基础的“规划控制→开发行为”思维。为确实有效地实施城市开发规划控制管理,必须摈弃传统的“规划控制→开发行为”的管理思维,采用“开发行为→规划控制”的逆向思维模式,构建城市开发规划控制体系必须基于对市场环境下城市开发行为特征的深入分析。更多还原

【Abstract】 Urban development regulation pattern which is influenced by the tradition planned economy lacks the ability to do with the complex changeable development behavior obviously. It is the most important innovatory action that is to reconsider the tradition urban development regulation thought and to discover a new management thought suitable for the market economy environment truly in our country. After the connotation, classification and characteristic of inverse thought were introduced briefly, the difference of urban development regulation system between China and west country have been summarized through recollecting their developing courses. Then the contradiction which caused by the traditional "plan control→ development behavior" management though was summarized in the market economy environment in China. It was proposed that inverse thought should be a innovative management thought pattern adapting market economy of regulations of urban developments in China, and the rough thought was raised to construct the innovative management thought pattern adapting market economy of regulations of urban developments basing on inverse thought. The characteristic of urban development behavior was paid attention to throughout in western market economy environment, then the corresponding regulation measure was taken to control and guide it, which is the "development behavior→plan regulation" thought pattern. The urban development regulation pattern in our country is a link in traditional thought chain, which is "the urban overall developmental strategy→district strategic plan→detailed regulation→project construction" based on the planned economy system. It is the thought that is "plan regulation →development behavior" thought pattern on the ground of designs. The traditional "plan regulation →development behavior" thought pattern on the ground of designs must be abandoned in order to regulate urban development effectively, and the inverse "development behavior→plan regulation" thought pattern should be adopted. The analysis on the characteristic of urban development behavior should be the ground of construction the urban development regulation system in the market economy environment.更多还原
