【摘要】 创新型国家建设是以知识创新为核心的系统工程。知识产权制度作为创新型国家的战略制度安排,能有效地盘活现有创新能力,从根本上促进新知识(技术)的创造和观念的更新,形成三者良性互动。知识产权制度运行效率和效果,取决于其在法律、经济、管理、文化等诸多方面的协调．本文从运行机制内涵和知识产权特点出发提供了一个比较全面、系统地分析框架,对于全面理解知识产权的运行规律和不可或缺的调节规范提供了一种范式,并结合知识产权运行机制提出完善我国知识产权运行机制的策略建议。更多还原

【Abstract】 Building innovation based country is a system engineering with the core of knowledge innovation. As a strategic institutional arrangement, Intellectual property can operate the underlying innovative capacity, and promote the new knowledge creation and concept and culture renovation. the functional efficiency and effect of the IP system lies on the harmonization in the existing laws, economics, management, and even the culture. This paper proposed a relatively comprehensive analysis framework based on operational mechanism and IP characters, and construct an analytical mode to understand the IP system operational laws and its regulative criterions. Some policy suggestions are brought up conesponding to this mode.更多还原
