清洁发展机制在云南省构建环境友好型社会中的探索与实践

【摘要】 为使经济快速发展的趋势能够持续,2007年党的十七大报告中明确提出大力发展循环经济,建设资源节约型和环境友好型社会的战略,并将"节能减排"确定为基本国策.通过开展清洁发展机制(Clean Development Mechanism,CDM)项目,可以获得发达国家的资金和技术支持,从改善能源结构、提高能源利用效率、加快开发新能源和清洁能源等根源人手,减少温室气体的排放,因此,CDM是实现我国节能减排及发展循环经济、建设环境友好型社会的有效工具.云南省CDM项目发展良好,加快了水电等清洁能源的建设步伐,优化了电力供应结构,促进了节能减排工作的开展.另外,云南省在提高能效方面也有非常巨大的CDM开发潜力.
【Abstract】 In order to keep the favorable trend for the rapid economic development,energetically developing the cyclic economy,building a conservation-oriented society and resource-economical and environment-friendly society are definitely presented in the report of the 17th National Congress of Communist Party of China.At the same time,eneigy saving and emission reduction are ensured to be one of the national policy.Clean Development Mechanism(CDM),which can be acquired fi- nancing and technology from developed countries,may be helpful to improve the energy configura- tion and energy-use efficiency by exploring new energy and clean energy,and reducing greenhouse- effect gas emission.Thus,CDM is one of the effective tooh to realize the Chinese energy saving and emission reduction involving cyclic economy development and building environment-friendly soci- ety.There is a great state of CDM development in Yunnan province.It not only accelerated the step for the hydroelectric station of clean energy,and opimized the electric power structure,but also promoted the energy saving and emission reduction.In addition,Yunnan has the enormous CDM potential to improve the energy-use efficiency.
