【Abstract】 Complex Societal Problems is a new branch in the Operational Research field and an effective supporting methodology for handling Complex Societal Problems still not at hand.This pa- per firstly introduce the characteristics of Complex Societal Problems,the key points for handling Complex Societal Problems and TPM paradigm,subsequently the Complex Societal Problems is translated into a problem of Multi-actor Systems Design under the TPM perspective.At last,a framework for handling Complex Societal Problem in harmony based on Multi-actor Systems Design is given.更多还原
