【摘要】 “三农”问题是当今中国最棘手的社会问题,它困扰着改革开放进一步发展,阻碍着社会经济与文明的进步。所以,整个国家机器都在高度关注“三农”问题,并把解决“三农”重大关键问题纳入国策之中。由于我国农业人口众多,农业生产力水平低下的现状,“三农”问题解决将是举步为艰。本文试图尝试利用高速发展的信息化技术来解决“三农”问题。作者课题组多年研究与实践,利用信息的技术本质和功能,结合我国农业的特点,探索利用农业信息化解决“三农”问题之路径,从宏观和微观两个方面证明:由国家出力,在我国全方位地实践农业信息化,让广大农民,公平、公正地享用到以因特网为主体的信息技术,将是解决“三农”问题最有效的首选方案。农业信息化技术将能促进我国农业实现跨越式的发展——可谓后发优势。更多还原

【Abstract】 Nowadays the problem of countryside, agriculture and peasants, is the thorniest in China. It is not only puzzling reform and open policy, but also hindering further progress of social economy and civilization. Therefore the entire national machine is all paying highly attention to the problem of countryside, agriculture and peasants, so that the key measures that solve the problem of countryside, agriculture and peasants have put in the national policy. By the situation of our country with large agriculture population and low agricultural productive forces, each step of solution for the problem of countryside, agriculture and peasants will be difficult. This article attempts to use the highly speed development of information-base technology to solve the problem. After many years of research and practice, our research group with information technology essence and function, together with the characteristic of our country agriculture, we explore the path of solving the problem of countryside, agriculture and peasants by utilizing agricultural informatization. From two aspects of macroscopic and microscopic we get a conclusion : with the help of the government, we can build all – directional agricultural informatization in our country , let general peasants fairly and justly use the Internet as the main means of information technology, which will be the most effective first choice plan to the problem of countryside, agriculture and peasants.
