【摘要】 对海上光污染的概念进行了探讨:海上光污染是指现代城市夜间照明和海上灯光捕鱼照明等产生的溢散光、反射光和眩光等对人、海洋生物造成干扰或负面影响的现象。与普通光污染一样,海上光污染也属于物理性污染。海上光污染具有极大的危害性,包括影响人体健康、破坏生态环境、增加海上交通事故、浪费能源等。分析了我国认定海上光污染侵害的法律依据及立法缺位,提出了有关海上光污染的立法设想。更多还原

【Abstract】 The conception of the light pollution at sea was discussed. The light pollution at sea was a kind of pollution phenomena which caused some interference and (or) negative effects on humans and (or) halobios due to city illumination at night and the overflowing light, reflex and dazzle of the fishing illumination at sea. The light pollution at sea belonged to the physical pollution, so does the common light pollution. The light pollution at sea had some huge imperilments such as affecting people’s health, destroying entironment, increasing the traffic accidents at sea, wasting energy and so on. The law basis and the vacancy in lawmaking about how to cognize the violation by the light pollution at sea in China have been analyzed. Some legislation propositions about the light pollution at sea have been put forward.更多还原
