【摘要】 尽管目前国内外相继研制出有关海上溢油的信息系统,但是在国内还没有专门针对海上溢油应急反应的模拟训练系统。本文对海上溢油应急反应整个过程进行了系统的分析和研究,研究、设计和开发出海上溢油应急反应模拟训练系统。该系统由海上溢油应急反应培训系统、海上溢油应急反应地理信息系统(GIS)、海上溢油控制与清除决策专家系统和计算机模拟训练系统四个子系统组成。建立了海上溢油应急应用模型系统,以海上溢油应急反应GIS为平台,综合海上溢油应急反应具体过程,实现了GIS与海上溢油应急反应系统应用模型的有机集成。该系统以GIS为操作界面,提供给操作人员一个溢油场景,模拟训练溢油应急反应整个过程。更多还原

【Abstract】 The paper does reseaches and analysis on the process of marine oil spill crisis re’sponse, and develops the marine oil spill crisis response simulation exercise system. This system developed by this paper is composed of four subsystems, such as the training system of OSCR, the geographical information system of OSCR , the marine oil spill control and cleanup decision - making expert system , and the computer simulation exercise system. The paper builds up the applied model system of OSCR. The system takes the marine oil spill crisis response geographical information system as the platform, which integrates all aspects of OSCR. This system can offer an oil spill scene to the trainees and simulate the whole process of OSCR on the interface of GIS.更多还原
