【Abstract】 Historical records showed that the behaviors of water utilization against Evolution procedures of hydrological cycle caused the water shortage and the flood. It is an indisputable fact that the evolution procedures of the land hydrological cycle are eternal in nature and the variation of water system is natural law. Above is the significant scientific basis of gauging the behaviors of water utilization and of ensuring sustainable development of society and economic. The harmfulness of water shortage is not less than that of the flood. Therefore, we suggest that the evolution procedures of regional hydrological cycle and water resources in arid area be given priority to study.更多还原
