【摘要】 通过对审稿实践中遇到的具体问题的分析和探讨,论述了专家审稿与编辑把关之间的依存关系及如何对待同行专家的意见和发挥编辑主导作用等问题,最后指出在实行“三审制”过程中重要的是健全不同责任者之间的制约机制。
【Abstract】 Analyzed and discussed problems of in the review practice,discoursed between peer review and editor check on,and how treated ideas of person of the same occupation peer and bring into play editor’s leading effect and so on problems.Finally,point out in the carry out "three grade review",important problem is sanity restrict mechanism of different burden person between.
