【摘要】 <正>PPP(public-private partnership)是一种提供公共基础设施建设及服务的方式,由私营部门为项目融资、建造并在未来的25至30年里运营此项目。PPP模式在减轻政府财政压力、满足公共基础设施建设、提高投资和管理效率等方面具有特殊的优势,中国政府将PPP融资模式作为有效地吸引国内外私营资本参与基础设施建设的创新途径。
