【摘要】 本文首先对中国大型公共工程建设活动中存在的若干问题进行了分析,这些问题包括:腐败、决策失误、利益和价值多元化的影响、以及拆迁和工程款拖欠的问题等。之后,本文对公共工程的特性进行了探讨,并提出我国与发达国家公共工程建设程序的最大差距表现在:透明度、参与度和问责度这三个方面,并响应提出了中国大型公共工程建设程序的改进建议。更多还原

【Abstract】 After an exhibition of the problems within major public works in China, such as corruptions, mal-decisions, conflicts for interests & value diversities, compulsive relocations and non-payment for completed works, and an discussion of the features of public works, a comparative analysis is performed for the differences between the major public works procedure of China and that of some developed countries, and the conclusion is that: transparency, participation, and accountability should be substantially improved.
