【摘要】 研究目的:在对耕地利用及其转用的经济过程与相关利益主体损益关系分析的基础上,分析耕地流失经济机理,提出耕地保护经济补偿机制。研究方法:文献资料法与定性分析法。研究结果:多功能外溢引发的耕地利用低收益和耕地非农化的低成本以及耕地保护的巨大机会成本成为耕地转用的根本动力,可从耕地利用多功能外溢补贴以及发展机会成本补偿两个方面建立耕地保护经济机制。研究结论:当前我国耕地保护政策中缺乏有效完善的经济补偿机制,建立耕地保护的经济补偿机制对调节并平衡各相关经济主体间的利益配置关系,形成完备的耕地保护约束激励机制,增强耕地保护的微观动力,进而促进耕地保护具有重要意义。更多还原

【Abstract】 The purpose of this study is to discuss the economical mechanism of cultivated land losing and bring out the compensation mechanism of cultivated land protection based on the analysis of economical process and the profits and losses of different stakeholders’ during the cultivated land use and its conversion. Conductive reasoning and documentation method was employed. And the results indicated that the low income of cultivated land use for its multi-function spillover effect, the low cost of cultivated land conversion and the huge opportunity cost were the prime reasons for the cultivated land losing, so the compensation mechanism of cultivated land protection can be established in two aspects: the allowance for the multifunction of cultivated land and the compensation of development opportunity lost for the cultivated land protection. And it is concluded that the establishment of the compensation mechanism is of great significance to promote the work of cultivated land protection both can adjust the intersubjectives’ interests configuration and form the self-contained incentive and restraining mechanism for cultivated land protection.更多还原
