【摘要】 工业化、城镇化进程的加快,对耕地与基本农田保护造成较为强烈的冲击。为了提出较为有效的耕地保护措施,本文从数量、质量上在分析了1997-2004年重庆市江北区耕地与基本农田变化概况后,认为经济发展、人口增长、土地市场秩序的不完善是制约江北区耕地及基本农田保护的因素,在此基础上,提出完善耕地保护政策的思路更多还原

【Abstract】 with the development of industrialization and urbanization ,tilth and farmland protection are confronted with strong concussion. In order to put forward the effective safeguard of tilth protection, this paper think of economic development、 population growth and faultiness of land market order as restrictive factors of ,tilth and farmland protection in Jiangbei District after analyzing tilth and farmland quantitively and qualitatively changes from 1997 to 2004.Base on these analysis, this paper put forward perfect political measures of tilth protection.更多还原
