【摘要】 大学的发展正处于一个充满激烈竞争的时代,大学间的良性竞争利于高等教育的整体发展。目前我国的大学竞争主要体现在对财力与物力资源有形资源、社会声誉与影响力等无形资源、各种名分与头衔等潜在资源之争,其性质属于"行政垄断型竞争"。由于制度供给不足与制度剩余并存等原因,大学之间不良竞争现象严重,竞争不足与竞争过度并存。必须采取有效措施,对大学竞争进行必要的规制,包括完善政府宏观调控手段、转变政府职能与角色、完善竞争规则等。更多还原

【Abstract】 Universities are being in the situation full of acute competition.A virtuous competition among universities is beneficial for the development of the whole higher education.At present,the competition of China’s universities is mainly embodied as that of visible resources,including financial and tangible ones,that of invisible resources,including reputation and influence in society etc.,and that of potential resources,such as titles and status.As a whole,it is considered as the so called Administrative Monopoly Competition.Due to the incomplete institute system,the non-virtuous competition among China’s universities is rather serious.At the same time,insufficient competition and over-competition are being co-existed.Effective measures,mainly regulations,should be adopted to modulate it,including the improvement of the government’s macro-control system,its function and roles in higher education management and implement of the rules for universities’ competition.更多还原
