【Abstract】 The research has indicated that whereas the central and the provincial governments have rapidly increased the public investment after the experimental reform of rural taxes and administrative charges, the proportion of two level governments’ financial to the whole public investment has been still low. Anyway, the unreasonable public investment system has been the ultimate reason why the rural compulsory education has dropped behind. Thus, aiming at the current problems and policy, the paper has discussed the interrelated policies.更多还原
