基于车辆轴型分类的公路货运车辆运营成本研究

【摘要】 针对目前公路货运车辆运营成本分析中车型分类与装载量确定方法的不足,提出了基于车辆轴型分类的公路货运车辆运营成本研究模式。该研究模式在按轴型划分的交通量和轴载调查的基础上.通过建立轴载分布模型确定分析车型及其装载量,并按照时间、行程、政府政策等车辆运营成本影响因素分类调查、统计和分析不同车型的单位运营成本。使用公路安徽世行项目Ⅱ——超载运输研究的调查数据,推导出了安徽省公路货运车辆运营成本与装载量之间的经验公式,证明该研究模式切实可行、有效。车辆运营成本的分析结果表明,目前安徽省常见公路货运车辆的平均单位运营成本约在0.307-0.774元/吨?公里之间,与市场运价相一致;当超限运输情况得到完全治理后,中长途货运车辆的单位运营成本将增加41-64%左右。

【Abstract】 Aiming at the shortage of methods confirming vehicle type with truck-load in the current analysis of highway freight vehicle operating cost (VOC), the research mode of VOC based on vehicle axle type classification is established. Using the investigating data of traffic volume and axle weight classified by axle types, the axle-load distribution model of freight vehicles are developed to estimate the real truck-load effectively. Sequentially, the VOC can be investigated and analyzed with cost indices classified by the influence of government policy and truck load. The empirical relation formulas of highway freight transportation VOC with truck-load are induced using the data from Highway Over-limit Research Project in Anhui by World Bank. Conclusions were gained also that the average operating cost of highway freight vehicles in Anhui varies from 0.307 to 0.774 Yuan per ton per kilometer and the VOC will increase for 41 to 64 percent when the over-limit freight vehicles are under effective enforcement.
